Jake nodded knowingly. The man had been burned in the past and was against the ropes. As far as a resistance group went, they were a joke. Worse, Casey seemed not only to know it, but accept that he wasn't going to be able to do much to change it. The idea to abduct the Williams girls was probably the last ditch effort to come up with something to stop the political juggernaut in control. It was, Jake had to admit, a very good one. Risky, but the Syndicate could handle it. And, Sully kept musing, even if he told Winslow no now, he could always do it anyway, stick the blame on the Order, and then when things were going crazy, move in and attack from the government's flank. For now, though, teaming with the Order seemed to be plausible.

I personally lead them because I refuse to discount someone, anyone, from making a difference. I'm not going to sugar coat it: The Syndicate is a dictatorship. Nobody voted me into office, and I don't run on popularity points. I get things done, and done right. People follow me out of respect. I've had my share of dissension, and even a small rebellion. They were snuffed out and I'm still here, based on strength of leadership and of will. Will I be a better leader for wizarding Britain than Williams? I'd like to think so. Many of the 'key issues' that I have a problem with, slavery, blood status inequality, racism, are core tennants of Death Eater philosophy. I am sure we can both agree that the enemy of our enemy is our friend, and Williams is my enemy."
That being said, pretty though it was, it was Trevor's harsh ruling that made the cracks in society that the Syndicate filled. Either Jake overthrows Williams to take the throne, or nobody does. The future of the Syndicate was too fragile to let someone else bufoon it up. Winslow didn't need to know that bit, however.
