It is highly unlikely for anyone to find any society that is in complete agreement. Even when a government does everything within its power to ensure the complete cooperation of its people, some manage to outsmart the system and slip through the cracks, not willing to give into bullying but smart enough to realize a certain amount of giving in is necessary to survive. However, these same people often realize doing nothing will get them nowhere. This is why S.A.V.I.O.R. was created shortly after the implementation of slavery of muggle-borns by the new government.
S.A.V.I.O.R. members are citizens and nothing about them distinguishes them enough in most cases that the Imperium Guard or any other government agent can rarely tell the difference unless they're acting suspiciously enough. They have their paperwork, allowing them to buy and sell at will. They are dressed as nicely as their income bracket allows. They have job, at times even those in the public eye. They certainly are not recluses, though they understandably often work to be the sort of people who are seen but quickly forgotten, particularly when a protest is held.
For the most part, the organization is concerned about ridding the UK and Ireland of slavery, yet it is not unusual to have members from other organizations against other aspects of the government working for them.
Because having one set meeting place would be risky, their meetings tend to be held in the homes of their members under guise of a simple friendly party. Thus far it has worked and shows no sign of failing. The homes of select members are also used as temporary stops along their "underground railroad," used to get slaves to the muggle world and/or out of the country entirely.
