PET PEEVE: Muggles, muggle lovers, mudbloods...
TRAITS: Rufus come across as a well-educated and polite man, which he actually is. At least in public. For a Slytherin he was always very good at potions, charms and arithmancy, often even besting the snot-nosed Ravenclaws. Without doubt his mind is capable of performing outstanding academic feats. At one point he even became rather well established in the academic field.
Though, despite this he's been tap-dancing on the thing line between genius and madness all his life.
Madness, of course, depends on the point of view. Is it mad that a pureblood wizard isn't too fond of muggles and those who like them? Is it mad that the same wizard supports the idea of hunting muggles and mudbloods for sport? Is it mad that said idea eventually turned into a tad bit more than just hunting?
Though, it wasn't really hunting to begin with. Certainly Rufus was raised with the idea that muggles and similar were less than cattle, but it wasn't the cause for all the incidents that happened. His relationship with his mother plays an important role, but there's more to it. Rufus dislikes his mother, to put it mildly and since most of his victims were women (if the term "victim" can be applied to muggles and mudbloods), it's very easy to draw such a conclusion. However, it would be wrong. Rufus has killed not only women, but also men. Maybe it was all triggered by his mother, but ultimately it turned into much, much more. He always had a certain fascination with death and this has intensified ever since the very first incident.
It is important to note that he has no specific modus operandi, no actual pattern. There is no symbolism involved in his killings. He kills when he feels like it in whatever way he enjoys at that point and his significant knowledge of human anatomy helps him quite a lot. Some corpses stay intact, others are dismembered or destroyed in other ways. It all depends on his mood.
The ultimate result, however, is always the same. Someone dies and Rufus feels good.
Also important is that Rufus, despite having been locked up in Azkaban for such a long time, hasn't gone insane in this place. But maybe that is because he was already somewhat bonkers to begin with.

HISTORY:
Rufus Pinarius Camoynes was born in 1950 as part of the Camoynes family, an old wizard family of status similar to the Blacks or Malfoys. Their roots can be traced back into ancient Scotland, or so they have always claimed. And even at a very young age, it was already very obvious that the demands on the Camoynes children were pretty high.
He enrolled in Hogwarts in 1961 and was sorted into Slytherin, like all Camoynes. It was more than a mere family tradition, it was a way of life. As such he quickly lived and breathed the idea of pureblood families being superior. Muggles were bad, muggle-born were dirt and blood traitors were even worse than that.
During his time at Hogwarts Rufus proved to be a less than mediocre duelist. He simply wasn't good at it, no matter how hard he worked. It was in potions, charms and especially arithmancy where he really excelled. This however led to an ever rising rift between him and his own mother, who had been the best duelist in her days at Hogwarts. For her it was simply unacceptable that one of her own children was utterly useless at it. This, in turn, let to constant conflict.
His days at Hogwarts were rather uneventful, apart from the normal rivalry between the houses. That and he found the idea of "defense against the dark arts" quite redundant. To him the idea of actually using them sounded significantly better. Whatever the case Rufus graduated in 1968.
The next two years, give or take, he spent with literally bumming around. Being part of the Camoynes family had its advantages. There was no need to look for work, like so many other graduates had to, especially those stinking mudbloods.
Sometime in 1969 he was introduced to what was then called the Knights of Walpurgis by members of his own family. The ideas of this so called Lord Voldemort sounded quite appealing and Rufus was very quickly enthralled by them. It was also in 1969 when Rufus killed the first time. It was more a spur of the moment decision. The opportunity simply appeared and he reacted on instant.
Emily Woodbury was a sixteen year old schoolgirl. A muggle. Rufus, after having another bad moment with his mother, just came upon her one evening. The rest of it was a blur. The only thing Rufus really remembered that squeezing the girl's neck with his bare hands felt strangely relieving. It was even better when she stopped struggling and expired. The one thing he regretted eventually was simply how shoddy he had pulled it all off. But luckily for him the muggle police wasn't looking for any wizards.
With the beginning of the First Wizarding War Rufus had the chance to improve his performance in such incidents. Given that he was not a good duelist he wasn't fighting on the front. But there was need for interrogation behind the lines. And interrogation was where Rufus quickly excelled. Just killing the muggle lovers wasn't enough. Some had information and this information had to be recovered. In those days Rufus learned a lot about human anatomy and how certain potions worked. He also had the chance to experiment with new creations and to do research on the inferiority of muggles and mudbloods.
The First Wizarding War lasted roughly eleven years until 1981, during which Rufus killed his fair share of subjects, all in the name of Lord Voldemort and, of course, science. That, however, didn't stop him from following his own desires. The exact number of victims –the majority women no older than thirty- was never found out, since most of his private exploits led him into the muggle world. Muggles were so easy to prey upon and with a little imperius curse it was easy to blame the murder –not that one could murder a muggle anyway, murder was only possible with humans, cows, for example, weren't murdered, they were killed- on another muggle.
However, all good things would come to an end. Lord Voldemort and the Death Eaters, as they were now called, were defeated. Rufus survived the war and was imprisoned in Azkaban, together with many of Voldemort's entourage. He was spared the Dementor's Kiss simply because the Camoynes family, even in defeat, had significant pull.
He was imprisoned in Azkaban until the mass breakout of 1997 after which he joined up with the Death Eaters again and served Lord Voldemort.
During the Second Wizarding War Rufus was involved in the deaths of at least seven muggles and three wizards, for which he was sent back to Azkaban after the defeat of Lord Voldemort. Rufus spent the following years in prison, again.
It took him until 2010 and the rise of Lord Williams to be freed once more. He went back to his old ways, spent most of his time at Camoynes Manor and, every now and then, kidnapped unsuspecting muggles and mudbloods for his entertainment and experiments.
In a strange turn of events Rufus was then appointed as new headmaster of the Hogwarts School of Witchcraft and Wizardry by the new government. Of course, that meant that he had to swear loyalty to Trevor Williams, a man Rufus never really liked. Williams, in his opinion, was a usurper, who, preferably sooner than later, would have to be removed. Nevertheless Rufus felt somewhat honored to have his academic accomplishments finally recognized and decided to accept the offer.
