Lord
This is the leadership position. It's held by Trevor Williams and no one else, though some might argue his "wife" might in some ways have some authority. Whatever he says goes.
Second-in-Command
Previously held by Harold Masters, who formerly masqueraded as the Minister of Magic, Walter Crane. The position set him up perfectly for this as did his aid in Trevor's rise to power before Derrin's demise in December 2008. Now Masters has run off in search of something that supposedly will help matters. Trevor highly doubts it. Fierro N. Darque held the position for some time but has sense deflected. The position is now soon to be taken by Elias Hunt.
Death Eater
Many fit into this category. Several have their own agendas in mind, their own desire for power, but there are some who are loyal to Trevor because he was able to do what Voldemort was not: take control of the wizarding world. They're able to pretty much do whatever they wish, regardless of the rules. As long as it doesn't get in the way of any plans higher up, their actions generally go unheeded and unpunished.
Citizen
Citizens are people of (usually) pureblood descent. None are muggle-borns. They hold a variety of positions in this new system, ranging from things as minor as a shopkeeper to a position in the Ministry or Hogwarts. They must follow whatever rules are passed or be tossed into Azkaban or face worse punishment than that depending on the severity of their offense. Trevor likes to make these people feel they are free, but the fact that they are being watched over by at least one person at all times and the fact that they are subject to raids undermines that. They can be loyal to Trevor or not, but if they aren't, they must guard their actions and their speech. One never knows when he's talking to a spy.
Student
Students of Hogwarts are now of at least half-blood descent. They are trained, starting in sixth year, in the Dark Arts and are expected to either live out their lives in submission as citizens or declare their loyalty to Trevor and become a Death Eater. They have about the same amount of freedom as citizens. Quidditch is still permitted as well as trips to Hogsmeade. Prefect and head boy and girl positions are awarded to those who seem most loyal to the cause. There is also a squad of students who are constantly on the lookout for any suspicious and treacherous behavior and are expected to report it to a professor or the headmaster as soon as possible.
Slave
Slaves are automatically anyone of less than pureblood descent. However, some half-bloods or more avoid it due to favors owed to their family members. Slaves do not carry wands. They were taken away upon capture. They typically serve Death Eaters either in their homes or at the headquarters. The majority work within HQ, which is hard to get into. They are subject to maltreatment, and their complaints go unheeded. They are only considered slightly better than animals, after all.
Prisoner of War
Prisoners of war (or POWs) are of any blood lineage. They either had some connection to the Order before the new government was established and could possibly hold information as to the whereabouts of former Order members or are fugitives captured and found to have been in association with Damien Noland. They are subject to many forms of torture, both physical and mental as well as emotional, and aren't often well cared for.

Some of them are part of the new Order of the Phoenix that is forming under Damien Noland, who has founded a safe house for many. While many live in the safe house, there are still quite a few who have yet to find it and live hiding in various places within the UK or other countries.
